The women are Mainlanders who are likely here on tourist visa, not a work visa, so that is an issue since they were "working". 2. Sex work that entails a boss with multiple sex workers is not allowed. Assuming these women were working for an agent, that violates the law also. 3. Also, you cannot have more than one sex worker using a room- this is the same for walk-ups & spas. There are other restrictions, but some of those are likely the most relevant infractions.
