soapland and deliver health are two completely different things.
Soapland offer FS because you pay for the bath service not for FS so isnt technically illegal.
Delivery Health usually dont offer FS, this is not mean that all girls not offer FS, sometimes tip help.
Places like Strawberry Jam (Shibuya and Shinjuku) offer BJ + sumata but not FS.

Soaplands and Red Light Districts in Osaka are the best bet for FS.

THC is not a Soapland.
Yes it is somewhat "guaranteed" to get full service in Soaplands, in Yoshiwara for example, but its still illegal. There is no such thing as "isn't technically illegal". Its in the law, offering compensation for sex is illegal. Period.
Paying for full service has been illegal in Japan since decades ago.
Most, if not all, soaplands are owned by the Yakuza, so while its illegal to get FS, its still safe, as long as you don't cause a scene.
