Wow, they sure picked people from some of the worst effected area's and Indo testing is not that reliable. Good luck with this.
Archipelago nations like Indonesia & Philippines have problems with pandemics. Governance of these nations is another issue.
I don't know what procedures/facilities are like at Phuket Int'l Airport but I bet these passengers will be tested as soon as they get off the plane.
This "villa quarantine" thing is new. Bringing in charter jets of small groups who are "rich" is not gonna do much for the Thai tourist economy which is now in tatters.
